<p><strong>Women Not ‘Excluded’ or ‘Underrepresented’ in Medical Research: Report</strong></p>
<p>WASHINGTON / April 30, 2025 – A new report reveals that women were not “underrepresented” or “excluded” from medical research in previous years. The document refutes the claim that is used the justify the existence of seven offices of women’s health in the U.S. Department of Health and Human Services (1).</p>
<p>The report, authored by James Nuzzo, PhD, concludes that over the past 28 years, women represented 58% of all participants in NIH-funded research (2).</p>
<p>The document also highlights an Inclusion Statistics Report that analyzes NIH-funded research on a disease-specific basis (3). This Inclusion Report again demonstrates that for a majority of conditions, the participants are more likely to be female than male. For example, NIH studies on Coronaviruses are composed of 54% females and 43% males.</p>
<p>A 2001 GAO report revealed, “GAO found that women were a majority of the clinical trial participants in the new drug applications (NDA) it examined, and that every NDA included enough women in the pivotal studies to be able to statistically demonstrate that the drug is effective in women.” (4) A previous peer-reviewed article that examined sex-specific research participation as early as 1966 affirmed the same conclusion (5).</p>
<p>The conclusive Nuzzo review also links to a previous analysis that reveals that each year, 14% of the NIH research budget is allocated to women’s health, while only 6% goes for men’s health (6). The remainder of NIH research funding goes for research that is not sex-specific. Men have an average lifespan that is 5.4 years shorter than women’s (7), a statistic that underscores the irony of the chronic underfunding of men’s health research.</p>
<p>The analysis also lists media channels that have repeated the shibboleth that women were shortchanged by medical research. These media outlets include the <em>Washington Post, Forbes Magazine, Inside Higher Ed</em>, and <em>Time</em> magazine.</p>
<p>Nuzzo concludes, “The <em>broad claim</em> that women have been historically ‘understudied’ or ‘underrepresented’ in medical research is false….With this array of raw source documents now collated in one place, there is no excuse for academics, professional societies, journalists, and politicians to continue to propagate the myth that women have been ‘understudied’ or ‘underrepresented’ in medical research.”</p>
<p>The absence of a single office of men’s health is an affront to fairness and common sense. SAVE invites lawmakers to reach out to DHHS Secretary Kennedy and urge him to assure that men’s health receives equal priority as women’s health.</p>

<p><strong>Seventeen Organizations Call on Congress to Cut Budget for Violence Against Women Act (VAWA)</strong></p>
<p>April 23, 2025 / WASHINGTON &#8212; Seventeen national organizations have sent a letter to the House Appropriations Committee in Congress calling for changes to the Violence Against Women Act (VAWA) in the FY2026 Federal budget (1) and (2).</p>
<p>According to the Centers for Disease Control, each year there are 6.5 million male victims and 5.9 million female victims of domestic violence (3).</p>
<p>One of its largest VAWA programs is the STOP Violence Against Women Formula Grant program, which each year awards over $170 million to states. It allocates the funding in this way: (4)</p>
<ul>
<li>25 percent for law enforcement</li>
<li>25 percent for prosecutors</li>
<li>30 percent for victim services</li>
<li>5 percent to state and local courts</li>
</ul>
<p>The 17 organizations called upon the House Appropriations Committee to reduce the funding for this Grant Program, as part of its Commerce, Justice, and Science Appropriation bill. These reductions are essential to curb federally funded programs that are wasteful, harmful, and violate the Fourteenth Amendment which promises equal treatment under law to all citizens.</p>
<p>They are requesting a 50% reduction to $85 million annually in funding until the following problems areas are resolved.</p>
<ol>
<li>Domestic violence programs openly discriminate against male victims: (5) Only 9% of victims served under VAWA are male: (6)</li>
<li>Biased training of police results in 80% of DV arrestees being male: (7)</li>
<li>Prosecutors are less vigorous in their prosecution of women accused of domestic violence: (8)</li>
<li>Biased training of judges has undermined the principle of “equal justice under law.” (9)</li>
</ol>
<p>The 50% reduction is appropriate, given the fact that men, who represent over half of all domestic violence victims, are largely ignored by VAWA funded programs and services.</p>
<p>In addition, the American Bar Association recently announced that the Trump administration is terminating all of their grants received from the DOJ&#8217;s Office of Violence Against Women. (10)</p>

<p>Thank you for inviting us to submit our budget request for the FY26 appropriations process. As part of the Commerce, Justice, and Science Appropriations bill, the undersigned organizations are requesting several changes regarding the Violence Against Women Act (VAWA).</p>

<p><strong>Transgender Ideology Being Used to Remove Children from Their Fathers </strong></p>
<p>April 16, 2025 / WASHINGTON &#8212; The U.S. Constitution affirms the fundamental right of parents to make decisions about their own child&#8217;s education, healthcare, and religious upbringing. But this right is now being threatened by state agencies and courts throughout the country, thanks to a wave of transgender activism. (1)</p>
<p>These are examples in which parents have lost their children through the court system:</p>
<ul>
<li>Jeff Younger, a Texas father, lost his years-long battle in the courts to keep his ex-wife from allowing their pre-teen son, who identifies as a girl named “Luna,” to receive gender-affirming care. (2)</li>
</ul>
<ul>
<li>Dennis Hannon, a New York father &#8212; – thanks to a decision by the Erie County Supreme Court &#8212; lost all parental rights except for visitation rights to see his nine-year-old son, who had been living as a girl on the days he stayed with Hannon’s ex-wife. (3)</li>
</ul>
<ul>
<li>Jeremy and Mary Cox, an Indiana couple, lost custody of their trans teen when the Department of Child Services recommended to a County Judge that the teen be placed in a home that “affirms her identity.” (4)</li>
</ul>
<p>On the state level, the Colorado legislature is currently considering HB25-1312, &#8216;Legal Protections for Transgender Individuals.&#8217; This bill allows one parent to declare that their child is LGBTQ or transgender, and then accuse the other parent of abuse or coercive control simply for disagreeing—even if the child never expressed that identity themselves. (5)</p>
<p>To counter this wave of transgender activism, earlier this year, Sen. Tim Scott (R-S.C.) and Rep. Virginia Foxx (R-N.C.), introduced the Families’ Rights and Responsibilities Act, (S.204) (6) and (H.R. 650) (7) This legislation would protect the right of parents to direct the upbringing, education, and health care of their children by applying the strict scrutiny standard. (8)</p>
<p>Part of the problem lies with public schools that have established transgender policies that serve to keep parents in the dark about their child who is being transitioned:</p>
<ul>
<li>Illinois: Community Unit School District 300 uses a gender support plan that states the gender identity of students can be hidden from parents. (9)</li>
</ul>
<ul>
<li>Washington: Cheney Public Schools has a policy that states the gender identity of students should be hidden from parents. (10)</li>
</ul>
<p>SAVE calls upon Congress to swiftly pass the Families&#8217; Rights and Responsibilities Act.</p>

<p><strong>GWU Law Professor Mary Anne Franks Espouses Extremist Views, Urges Violence Against Men</strong></p>
<p>April 3, 2025 / WASHINGTON – Mary Anne Franks is a law professor at George Washington University in Washington, D.C. (1) In testimony before the Senate Judiciary Committee on March 25, Franks was asked about an article she recently wrote in the <em>New York University Law Review</em> (2) that made extreme claims which are derogatory to men:</p>
<ul>
<li>“When the Supreme Court declares that there is a constitutional right to armed self-defense in public, it openly embraces and promotes a culture that privileges white men&#8217;s ability to terrorize and kill those they perceive as threats.”</li>
</ul>
<ul>
<li>&#8220;By simultaneously expanding white men&#8217;s right to kill and constricting women&#8217;s right not to die, this Supreme Court has turned the constitution into a homicide pact, as well.”</li>
</ul>
<ul>
<li>&#8220;Taken together these two cases demonstrate that the Supreme Court has embraced the use of the constitution as a tool of racial patriarchy.&#8221;</li>
</ul>
<p>During the same hearing, Senator John Kennedy inquired about Franks’ tweets on Twitter that expressed her belief in the existence of “white male supremacy,” such as: (3)</p>
<ul>
<li>&#8220;There is a reason why the conservative dominated Supreme Court thinks the constitution does not contain a right to an abortion, but is convinced it contains an individual right to possess firearms and that reason is white male supremacy.&#8221;</li>
</ul>
<p>In response, Senator Kennedy commented, &#8220;It feels like your favorite feeling is anger.&#8221;</p>
<p>Over the years, Mary Anne Franks has published at least two professional articles that openly advocate for vigilante justice against men:</p>
<ul>
<li>“Society would be better off as a whole if more women were willing to engage in justified violence against men… To that end, women&#8217;s justified violence against men should be encouraged, protected, and publicized.” &#8212; <em>University of Miami School of Law</em>, 2016 (4)</li>
</ul>
<ul>
<li>&#8220;Legal and social practices must be transformed to disrupt this suboptimal status quo regarding violence, and this transformation should include focusing on encouraging women&#8217;s willingness and ability to engage in responsive violence against men, as well as raising the visibility of such responsive violence, in order to drive down the incidence of male violence.&#8221; <em>University of Illinois Law Review</em>, 2016 (5)</li>
</ul>

<p><strong>DOGE Must Investigate Neglect of Men by the U.S. Department of Labor </strong></p>
<p>April 1, 2025 / WASHINGTON &#8212; The U.S. Department of Labor, headed by Secretary Lori Chavez-DeRemer, announced last week that the Labor Department has cancelled $577 million in grants, including one $10 million grant to address &#8220;gender equity in the Mexican workplace.&#8221; (1) The decision is part of the broader effort by the Department of Government Efficiency (DOGE) to reduce government waste and fraud in the federal government.(2)</p>
<p>The Department of Labor (DOL) has a long history of addressing women’s issues in the U.S. workforce. In 1921 the Department of Labor established the Women&#8217;s Bureau in order to “formulate standards and policies which shall promote the welfare of wage-earning women, improve their working conditions, increase their efficiency, and advance their opportunities for profitable employment.” (3)</p>
<p>In the meantime, the workforce participation of men has witnessed a significant drop in recent decades, falling from about 80% in the 1970s to 69% by 2020. (4) But a search of the DOL website fails to identify any DOL program or office that addresses this decline.</p>
<p>This is exemplified by a December 19, 2024 News Release by the Bureau of Labor Statistics that highlights the rate of fatal occupational injuries for women, Hispanics, and African-American workers. (5) Despite the fact that men account for 91.5% of all occupational deaths, the DOL News Release makes no mention of this disturbing fact.</p>
<p>Indeed, the DOL has long neglected the challenges facing men in the workplace. Historically, workplace mortality has disproportionately affected men, with men accounting for over 90% of fatal work injuries. This fact is evident across various industries and time periods.</p>
<p>The Department of Labor also publishes a Databook on Women in the Labor Force. (6) But again, the DOL has no reports on men in the labor force.</p>
<p>SAVE calls upon DOGE to:</p>
<ol>
<li>Terminate any remaining DEI programs that discriminate against men</li>

<p>Studies show men have fallen behind women in 12 major areas such as health, education, workplace deaths and injuries, and more. (7)</p>

<p><strong>‘It&#8217;s almost like society stopped caring:’ Maryland Governor Emphasizes Need to Help Men</strong></p>
<p>March 27, 2025 / WASHINGTON – Growing numbers of lawmakers are expressing concern about the numerous areas in which men are lagging behind women. Studies show men have fallen behind women in 12 major areas such as health, education, homelessness, and more. (1)</p>
<p>During his recent State of the State address to Maryland lawmakers, democratic Governor Wes Moore recently revealed how men are dropping out the workforce, which is affecting the economic development of the state. He emphasized, “If we truly want to unleash the power of Maryland’s labor force, we need to make sure that our men and boys are all right.” These comments attracted a standing ovation among lawmakers in the audience. (2)</p>
<p>During a subsequent 40-minute interview on March 25, Moore further expounded on his concerns about the state of men, and shared experiences from his personal life. (3)</p>
<p>Governor Moore noted that over the past 30 years, there has been a move by society to address women and girls issues in the areas of education, employment, and salary. Moore emphasized that we now need to look at the data pertaining to young men and boys, in particular:</p>
<ul>
<li>Participation in the workforce</li>
<li>Suicide</li>
<li>College enrollments</li>
<li>Juvenile justice system</li>
<li>Men as teachers and nurses</li>
</ul>
<p>Moore worried that &#8220;I think we have stopped being curious. We have stopped caring. We have stopped asking…It&#8217;s almost like society stopped caring.” Moore then noted, men are asking, “Do you care about me and my future? Are you actually interested in removing the barriers that have, in many ways, been in front of these men and boys?”</p>
<p>Moore said he is making it a priority with his cabinet secretaries to focus on helping men and boys in Maryland.</p>
<p>SAVE calls on state and national lawmakers around the country to implement programs to overcome the challenges that men and boys face.</p>

<p><strong>Dept. of Education’s Demise is Consequence Of Its Own Bias and Incompetence</strong></p>
<p>March 26, 2025 / WASHINGTON &#8212; Last week President Donald J. Trump kept a campaign promise and signed an Executive Order to dismantle the Department of Education. The Executive Order will transfer the Department of Education&#8217;s functions to other federal agencies or return the functions to the states. (1)</p>
<p>The Department of Education has expended over $3 trillion since its establishment in 1979. Despite per-pupil spending having increased by more than 245% during that time period (2), there has been virtually no measurable improvement in student achievement:</p>
<ul>
<li>Math and reading scores for 13-year-olds are at the lowest level in decades. (3)</li>
</ul>
<ul>
<li>Six-in-ten fourth graders and nearly three-quarters of eighth graders are not proficient in mathematics. (4)</li>
</ul>
<p>A number of factors contributed to the demise of the Department of Education, such as:</p>
<ul>
<li>The 2011 “Dear Colleague” letter eviscerated due process rights of students and faculty accused of sexual misconduct. The letter discouraged cross-examination and mandated a weak “preponderance of evidence” standard of proof. The controversial policy was rescinded in 2017 by the Trump administration. (5)</li>
<li>The Department of Education disproportionately targeted faith-based universities. For example, in 2023 the Department of Education imposed a $37 million fine on Grand Canyon University, the largest Christian University in the country. (6)</li>
<li>In 2022 the Biden Administration unexpectedly announced a new Title IX Rule. The action flagrantly violated the Administrative Procedure Act, which requires advance public notice and comment for any proposed regulation. (7)</li>
<li>When the Biden administration released its new Title IX regulation in 2024, it changed the legal definition of sex to include “gender identity,” triggering opposition from a broad range of groups. Within weeks, 10 lawsuits had been filed to stop the new policy. (8)</li>
<li>The Department of Education funded numerous D.E.I. (Diversity, Equity, and Inclusion) programs that discriminated on the basis of race and sex. In February, it was announced that the DOE had cut $600 million in DEI grants to schools and non-profit organizations. (9)</li>
</ul>
<p>Several lawmakers have spoken in support of Trump’s Executive Order to dismantle the Department of Education, including: (10)</p>
<ul>
<li>Gov. Jeff Landry<strong>:</strong> “The United States spends the most on education, yet we are ranked at the bottom of nearly every poll. The time for change is NOW! Thank you President @realDonaldTrump for returning education where it belongs— the states!”</li>
<li>Sen. Tommy Tuberville<strong>: </strong>“The federal government doesn’t belong in the classroom, plain and simple. Promises made, promises kept.”</li>
</ul>

<p><strong>State Lawmakers Need to Keep Working to Oppose the ‘Gender Agenda’</strong></p>
<p>WASHINGTON / March 12, 2025 &#8212; Since January 20, 2025, President Donald Trump has signed 83 Executive Orders, including ones dealing with transgender issues. (1) These Orders include:</p>
<ul>
<li>Ordering federal agencies to only recognize a biological, binary definition of sex, (2)</li>
</ul>
<ul>
<li> Prohibiting federal money from being used to provide ”gender-affirming” care to federal inmates; and</li>
</ul>
<ul>
<li>Authorizing the Pentagon to bar transgender soldiers and sailors from serving. (3)</li>
</ul>
<p>Executive Orders are being challenged in the Federal Courts, Including 10 lawsuits on the transgender issue. (4) and (5)</p>
<p>Despite these Orders, transgender advocates continue to work at the local level to advance their unscientific agenda. Parents Defending Education has developed an IndocNation Map that provides examples of school districts disregarding parental rights regarding children who undergo gender transitioning in public schools. (6) For example, the Buncombe County Schools in North Carolina has a school policy to keep gender identity of students hidden from parents. (7)</p>
<p>A number of state-level bills have been introduced on gender transitioning, use of bathroom facilities, and gender transitioning of children in public schools. A few examples include:</p>
<ul>
<li>Kentucky: Senate Bill 2, which passed two weeks ago, will end hormone treatments for 67 current Kentucky inmates and prohibit the use of public funds for any future gender-affirming surgeries for transgender  prisoners. (8) and (9)</li>
<li>West Virginia: Senate Bill 154, which recently passed the Senate, aims to restrict instruction related to sexual orientation and gender identity in public schools. The bill prohibits public school employees from providing false or misleading information to parents regarding a student’s gender identity or intention to transition. (10) and (11)</li>
<li>Texas: HB 3817 would make it illegal for a person to present to an employer or a governmental agency as different from their birth sex. The bill defines this as gender identity fraud. (12)  and (13)</li>
</ul>
<p>In addition, several state legislators are introducing legislation regarding persons who use opposite sex bathroom facilities, such as:</p>
<ul>
<li>Texas: Bills (HB 239) and (SB 249) would assure that women’s locker rooms, shelters, bathrooms, and other sex separated spaces are safe and private for women. both bills are known as The Texas Woman’s Privacy Act. (14) and (15)</li>
</ul>
<p>Other legislation concerns the use of pronouns and a parental right to know if their child is being transitioned in schools:</p>
<ul>
<li>Oklahoma: House Bill 1361 (HB1361) prohibits students and school personnel from using certain pronouns or alternate names in certain situations. (16)</li>
<li>Missouri: House Bill 1085 (HB1085) prohibit public school staff from discussing sexual orientation or gender identity in the classroom. (17)</li>
</ul>
<p>SAVE urges state lawmakers to continue to introduce bills that address these important  issues.</p>

<p><strong>Three Quarters of Americans Support Special Measures for Men, As Governors Continue to Speak Out </strong></p>
<p>WASHINGTON / March 5, 2025 &#8211; A recent national survey shows a high level of support to address issues that are affecting men. A SAVE survey, conducted by YouGov between February 27 &#8211; 28, reveals a broad mandate from the American public to move forward in this area.</p>
<p>Following are the survey highlights:</p>
<ol>
<li>Nearly three-quarters &#8212; 73% &#8212; of respondents agree that society should invest in addressing the societal challenges that men face such as higher rates of suicide, homelessness, and work fatalities.</li>
<li>Mental health support specifically for men (56%), homelessness prevention and support for men (54%), and reducing the stigma around men asking for help (50%) are the top three issues that respondents consider a priority,</li>
<li>No major differences were seen between men and women in their survey responses</li>
</ol>
<p>A table displaying response differences by sex, race, educational level, and other variables is available online. (1)</p>
<p>Studies show men have fallen behind women in 12 major areas such as health, education, homelessness, and more. (2)</p>
<p>Lawmakers have begun to take note of a situation that many are now describing as a “crisis.” (3)  Last week, Michigan Governor Gretchen Whitmer (D), long-time advocate for women’s rights, issued a statement to address a range of challenges affecting young men. Whitmer promised, “I’m signing an executive directive that will make an effort to reach more young men and boost their enrollment in our higher education and skills training programs.” (4)</p>
<p>Other lawmakers advocating on behalf of men and boys include: Maryland Gov. Wes Moore (D), Senator Josh Hawley, Missouri (R), and U.S. Representative Frederica Wilson 24th District of Florida (D). (5)</p>
<p>The newly established Men’s Equality Network consists of groups seeking to address the crisis of men and boys in America. (6) To date, 23 organizations have joined the Men’s Equality Network as members. (7)</p>
<p>We urge all lawmakers to support special measures for men through legislative action.</p>
